Program DescriptionIn response to statutory requirements of the federal Clean Air Act Amendments of 1990, the Louisiana Legislature authorized a low enhanced Inspection and Maintenance program for the control and abatement of motor vehicle emissions in the five-parish Baton Rouge ozone nonattainment area. Only vehicles registered within this five-parish area consisting of Ascension, East Baton Rouge, Iberville, Livingston, and West Baton Rouge parishes will are subject to this rule.

The new emissions testing, which began on January 1, 2000, is performed as a part of annual safety inspections on vehicles that are gasoline-fueled and have a gross vehicle weight rating of 10,000 pounds or less. Currently, the annual safety and emissions inspection consists of inspecting the vehicle’s safety equipment, a visual anti-tampering check of the emissions system, and a gas cap integrity test. In addition to the above requirements, On-Board Diagnostic testing was implemented in July 2002.

Enforcement of program provisions and collection of fees for the vehicle I/M program is governed by the Department of Public Safety and Corrections , Office of State Police, Transportation and Environmental Safety Section, with LDEQ providing oversight, data collection support, and liaison activities. Failing The Nh Safety And Emissions Inspection

Your vehicle may not pass the safety or emissions inspection for the following reasons:

• One of the physical components of your vehicle is broken .
• Your on-board computer is ânot ready” to be tested due to recent repairs or a battery disconnect .
• Your vehicle isn’t communicating with the OBD testing system.
• Your âcheck engine” light is on.

Emissions Economic Hardship Waiver

You may be eligible to apply for an economic hardship waiver if you meet both of the following qualifications:

Here is the information from our website: This form is used to verify that your vehicle or equipment is out-of-state, and will miss its required vehicle inspection. On occasion, vehicles are not in the State of Rhode Island during the month that its current inspection approval expires and it is reasonable to understand that these vehicles should not be expected to be returned to Rhode Island solely for the purpose of inspection. The State will accept the certificate of inspection and approval issued to a vehicle that was not in the State of Rhode Island during the month that its inspection approval expired providing that the out of state authority has a safety and emissions inspection law similar to the one in Rhode Island.

I would also suggest you look at the laws in Florida and what is required when having an out-of-state vehicle there for an extended period of time. As you may be aware, a new resident to Rhode Island has 30 days to register their vehicle in our state.

If you’ve recently purchased a used vehicle from a private seller, you must have the vehicle inspected before you can legally operate and register it*UNLESS the former owner had the vehicle inspected at some point within the previous 12 months. The North Carolina DMV should have the inspection on file, but it’s wise to ask the previous owner for a receipt, too.

Once everything checks out, you won’t have to have the vehicle inspected again until it’s time for registration renewal.
