Motor Vehicle Inspection And Maintenance

Why State Car Inspections are a Scam

Program DescriptionIn response to statutory requirements of the federal Clean Air Act Amendments of 1990, the Louisiana Legislature authorized a low enhanced Inspection and Maintenance program for the control and abatement of motor vehicle emissions in the five-parish Baton Rouge ozone nonattainment area. Only vehicles registered within this five-parish area consisting of Ascension, East Baton Rouge, Iberville, Livingston, and West Baton Rouge parishes will are subject to this rule.

The new emissions testing, which began on January 1, 2000, is performed as a part of annual safety inspections on vehicles that are gasoline-fueled and have a gross vehicle weight rating of 10,000 pounds or less. Currently, the annual safety and emissions inspection consists of inspecting the vehicle’s safety equipment, a visual anti-tampering check of the emissions system, and a gas cap integrity test. In addition to the above requirements, On-Board Diagnostic testing was implemented in July 2002.

Enforcement of program provisions and collection of fees for the vehicle I/M program is governed by the Department of Public Safety and Corrections , Office of State Police, Transportation and Environmental Safety Section, with LDEQ providing oversight, data collection support, and liaison activities. Pursuant to R.S.32: 1306 , DPS has promulgated a rule , which implements the requirements of the vehicle I/M program.

What If I Split My Time Between States

Can your car be registered in one state and insured in another if you split your time between states?

You may be a snowbird and spend your winters in one place and summers in another. You may commute between states for work. You may live in Kansas City.

In these cases, having your car registered in one state and insured in another may not be as much of an issue.

If you’re frequently driving in multiple states or have a vacation home you frequently visit, discuss the particulars with your insurer. The best thing you can do is accurately inform your car insurance agent of your situation and work out a personalized solution.

Failing to inform your auto insurance carrier of your multi-state status is a bad idea. It may save money in the short term, but when it comes time to file a claim, the truth will come out.

You dont want to pay into an insurance policy for years only to have your claim denied when you need it most.

Obtain A Vehicle Safety Inspection Sticker

For information about safety inspections, or to find safety inspection stations near you, contact the Virginia State Police at or 674-6774.

Failing The Nh Safety And Emissions Inspection

Your vehicle may not pass the safety or emissions inspection for the following reasons:

  • One of the physical components of your vehicle is broken .
  • Your on-board computer is ânot ready” to be tested due to recent repairs or a battery disconnect .
  • Your vehicle isn’t communicating with the OBD testing system.
  • Your âcheck engine” light is on.

If you fail either inspection, you will receive a Vehicle Inspection Report that lists the cause of failure for your mechanic to diagnose and fix. Vehicles that fail due to emissions will have 60 days to get your vehicle repaired and successfully pass a retest.

If you do not repair the emissions of your vehicle and pass an inspection within 60 days, the mechanic who performed the inspection is required to inform the NH DMV electronically that your vehicle has not been repaired or passed inspection.

A: The R.I. DMV does have a form that allows vehicles that are out of state to do an inspection in that state, and it is named Inspection Exemption Out-of-State Vehicle. You can find this form on our website in the Safety & Emissions tab, then the Inspection Exemption tab.

Here is the information from our website: This form is used to verify that your vehicle or equipment is out-of-state, and will miss its required vehicle inspection. On occasion, vehicles are not in the State of Rhode Island during the month that its current inspection approval expires and it is reasonable to understand that these vehicles should not be expected to be returned to Rhode Island solely for the purpose of inspection. The State will accept the certificate of inspection and approval issued to a vehicle that was not in the State of Rhode Island during the month that its inspection approval expired providing that the out of state authority has a safety and emissions inspection law similar to the one in Rhode Island.

I would also suggest you look at the laws in Florida and what is required when having an out-of-state vehicle there for an extended period of time. As you may be aware, a new resident to Rhode Island has 30 days to register their vehicle in our state.

Enjoy the Sunshine State.

Vehicles Purchased From Private Parties

If you’ve recently purchased a used vehicle from a private seller, you must have the vehicle inspected before you can legally operate and register it*UNLESS the former owner had the vehicle inspected at some point within the previous 12 months. The North Carolina DMV should have the inspection on file, but it’s wise to ask the previous owner for a receipt, too.

Once everything checks out, you won’t have to have the vehicle inspected again until it’s time for registration renewal.

* If the previous owner hasn’t had the vehicle inspected in the last 12 months, you can obtain a temporary permit for 10 days for the purpose of driving the vehicle to the inspection station and to have it registered. The permit is good only for insured vehicles. Obtain the permit from your local driver license agency or the NC License & Theft Bureauvisit their website for more information.

The vehicle should be driven under a variety of normal operating conditions in order for the OBD system to become ready. These operating conditions include a mix of highway driving and stop and go, city type driving, and at least one overnight-off period. Your vehicle owners manual should provide more specific information on getting your vehicles OBD system ready. For more information on readiness, please visit: sites/dec/files/aqc/ mobile-sources/ documents/ Readiness.pdf

For Vehicles Approved Before The Order Date

If the inspection sticker was issued to the vehicle PRIOR to the order date listed on the NOA letter, that means that DMV does not have a record of your inspection. In this case, you must contact our Safety and Emission Control Office as soon as possible and speak with a representative and determine why the record was not received. How to Get Your Car to Pass the Emissions Test (Life Hack)

In the United States, vehicle safety inspection and emissions inspection are governed by each state individually. Fifteen states have a periodic safety inspection program, while Maryland requires a safety inspection and Alabama requires a VIN inspection on sale or transfer of vehicles which were previously registered in another state. An additional 16 states require periodic emissions inspections.

In 1977, the federal Clean Air Act was amended by Congress to require states to implement vehicle emissions inspection programs, known as I/M programs , in all major metropolitan areas whose air quality failed to meet certain federal standards. New York’s program started in 1982, California’s program started in 1984, and Illinois’s program started in 1986. The Clean Air Act of 1990 required some states to enact vehicle emissions inspection programs. States impacted were those in metropolitan areas where air quality did not meet federal standards. Some states, including Kentucky and Minnesota, have discontinued their testing programs in recent years with approval from the federal government.
