Cars that are purchased from a dealership have some of the paperwork filed by the dealership, such as the vehicles documentation, to the New York Department of Motor Vehicles . After the dealership submits the vehicles paperwork, the owner is responsible for:
- Registering the vehicle at the DMV within 180 days of the effective date on your insurance ID card
- Visiting the New York DMV office to pay the necessary fees and taxes
- Providing documented proof of the vehicles credentials, such as proof of insurance and title
- Paying the registration fees
New York drivers will need the bill of sale to pay the taxes during the registration process, which can be obtained from the dealer. Drivers will also need to know the vehicles mileage as this information is requested when filing the cars registration and title documents.

Vlf For Tax Purposes Faqs
The Vehicle License Fee is the portion of your registration fee that is tax deductible. VLF for Tax Purposes may assist you in determining the VLF paid in a specified tax year.
For the purpose of this transaction, the calendar year 1/1/XX through 12/31/XX is the same as a tax year.
You may retrieve the current year plus the two prior years. The tax years available are displayed in the tax year drop down box on the VLF for Tax Purposes inquiry screen.

Receive The Necessary Documents From The Dmv
After you drop off the required documents at the local DMV office, you will then be given the documents you need. Alternatively, you may receive them by post within around two weeks. They include the following:
- 1 or 2 vehicle plates
- Registration window sticker
- Registration document
- 10-day inspection extension sticker
If you are transferring registration from another vehicle registered in New York, you wont receive the registration plates.
The 10-day inspection extension sticker is only issued if you didnt buy the vehicle from an authorized NY State auto dealer and gives you 10 days to have the vehicle inspected.
If necessary, you will also receive a new title certificate within 90 days.

Registering Used Cars In New York
Registering a used car with the New York DMV is similar to the registration process of new cars. Individuals who buy a used car are required to have the vehicle inspected when the title of ownership is transferred.
The seller must put the title in the buyers name by signing over the title. The buyer and seller need to sign the Statement of Transaction Sales Tax Form .
Once the necessary paperwork is signed, the buyer needs to bring:
- A NY state valid drivers license or valid photo ID
- Proof of insurance
- A valid NYS DMV vehicle inspection certificate.
The next step is to submit the title application and vehicle registration forms. The last step of registering a used vehicle is paying the fees, such as the registration, sales tax, and license plate fees.
Once the fees are paid, the driver will receive a copy of the transaction, the registration sticker, and the license plate immediately from the DMV
Emissions Requirements For Out
New York adheres to the same emissions standards as California, so any vehicles brought into the state will need to be compliant with those standards before it can be registered.
If your vehicle is compliant, it should be stated on the MCO. If it isnt mentioned on the MCO but you believe the vehicle is compliant or if you dont have the MCO you can complete the Certificate of Emissions Compliance or Exemption form for your vehicle.

Special Considerations For Leases And Liens
If your vehicle is under lease or lien you may encounter the following special circumstances in registering your vehicle.
If your vehicle:
- Has expired non-DC tags and the title is not in the lienholders name , you may obtain a temporary tag to take the vehicle through inspection.
- Is leased, you must submit a request for the title to the leasing company prior to titling/registering the vehicle. Once DC DMV receives the title, the vehicle may be registered. In addition to the other documents required for registering the vehicle, you must also provide a signed lease agreement.
- Has a lien, a request for the title must be submitted to the lienholder. Once the title has been received by DC DMV, the vehicle may be registered. Access DC DMV’s Out of State Title Information Online system to verify whether we have received the title from the lienholder.
Vehicle Registrations And Tags
District law requires that all vehicles housed and operated in the District of Columbia must be registered in the District unless the owner displays a reciprocity sticker issued by DC DMV. Before you can title and register a vehicle, all outstanding tickets, dishonored check fee, delinquent child support payments, or any other debt you owe to the District of Columbia Government must be paid.

Replacement Vehicle Registration By Mail
To replace your vehicle registration by mail, first obtain an Application for Duplicate/Renewal Registration from the DMV. You will also need to make a copy of your New York State drivers license, ID, or other proof of your identity.
Complete the application and mail it, along with your ID copy, and a check or money order for three dollars to:

Bringing Cars To Ny From Out Of State
If you live in New York State but are purchasing a car from out of state, it needs to be registered in NY, and the process is essentially the same as if you are registering a car bought within state lines.
If you live outside of New York and are moving to New York, any cars you bring with you will need to be registered in New York the cars previous registration from another state will not be valid.
Again, the process is essentially the same as if you were already living in NY and had just bought a vehicle.

Your Car Light Truck Or Rv
Most personal and business vehicles are registered at DMV full service offices or online if purchased from a Nevada dealer.
RVs
There are no special registration requirements for recreational vehicles. Gasoline-powered RVs must pass emissions testing if required in the Las Vegas and Reno areas.
RVs are exempt from odometer reporting at registration. They are not eligible for online registration.

Commercial Vehicles

Replacing A Vehicle Registration In Person At The Ny Dmv
You may prefer to simply stop at your local DMV office to obtain your replacement car registration. At the office, complete the Application for Duplicate/Renewal Registration .
Present the form with your New York State license, ID card, or other proof of identity, along with the three-dollar fee to complete the process.
You will receive your new vehicle registration document at the office.

Replacing Lost Stolen Or Damaged License Plates In New York
If your vehicle tags have been lost or stolen, you will need to get replacement car tags before you can legally drive the vehicle. To do this, you will need to surrender your current registration at your DMV branch and apply for a new registration.
If both your plates were stolen, you will need to report the theft to the police and fill out a police report. If the plates were stolen in New York State, you must use the Certification of Lost License, Permit, or Plates report.
If they were lost or stolen outside of New York, you must obtain a police report on official letterhead of the police department where the incident occurred. You will not be charged the replacement fee if you submit a police report.
If only one of your plates was stolen, you will still have to surrender your registration and obtain replacement plates.
To get replacement tags, bring your original plate and the following documents to your DMV branch:
- A completed Vehicle Registration/Title Application form .
- Proof of identity.
- You will be issued a new registration and plates once you pay the fee.

The permit the dealer provides for display on the passenger side of the front window is valid until the plates and stickers are received by the customer, or for six months from the sale date, whichever comes first.
You must have liability insurance covering damage to the person or property of others. Comprehensive or collision coverage is for damage to your vehicle only, and does not meet the financial responsibility requirement. Check your policy or talk to your agent or broker to be sure that you have the correct liability insurance coverage. The minimum liability insurance coverage required for private passenger vehicles per accident is $35,000 and is defined by the following levels of coverage:

- By mail: Please allow up to two weeks for delivery by the US Postal Service. If it has been more than 2 weeks since the mailing date on the online tracking tool and you have not received your registration, you can contact your local county tax office.
- Online: You will receive a confirmation email after you complete the online renewal process that will serve as your proof of registration until the sticker arrives. Be sure to keep the confirmation in your vehicle in case you are stopped by law enforcement. You may contact your local county tax office if you do not receive your renewal and it has been 2 weeks since the mailing date or if you need more information.
