How To Apply For A Vehicle Dealer License
To apply for your license, complete and submit the following:
- Fingerprint card . Fingerprint cards may be obtained by calling Occupational Licensing at 229-3126 or from a DMV inspector office.
You may also need:
- Certificate of Completion, Dealer Education Program .
- Proof of successfully passing the used dealer test administered by DMV .
- Each applicant may make 3 attempts to pass the test. If an applicant fails the test, they must pay a $16 fee and wait one week to re-test. After the third attempt, if the applicant does not pass, they must take the dealer education program again and the testing process starts over with another 3 attempts.
Once you have completed these forms and collected all documents, make an appointment with an OL inspector. The OL inspector will:
- Inspect the main business office where you conduct business.
- The office of the principal place of business and each location of the dealership must be established to the extent that its construction is not temporary, transitory, or mobile in nature . The place of business is a place actually occupied either continuously or at regular periods by the dealer.
Auctioning Under Another License Type
In other places, you may be allowed to conduct such operations under another license type that you have already obtained. An illustration of this is Florida, where wholesale dealers can sell and buy at auctions. In the state of Washington, you are allowed to auction vehicles if you have a new or used car dealer license. In other states, there are also separate rules for auction dealers and wholesale auction dealers.

A person who at the public consignment auction dealers established place of business or at an authorized off-premises location pursuant to the requirements of 28-4401 in the business of both of the following:

- Providing live auction services to the public on a consignment contract basis

- Criminal background check
**Each partner and each applicant who owns 20% or more of an entity and who seeks a new license must provide a personal history form and fingerprint card to enable Motor Vehicle Division to conduct a criminal records check.
The criminal records check may not apply if the application is for a subsequent license, or each partner and each applicant owning 20 percent or more of an entity has completed a criminal records check through MVD during the past five years, or is currently licensed.
An applicant, as referenced above, who has been convicted of fraud or an auto-related felony within the last ten years or any other type of felony within the last five years will have his or her license application denied.
If application is denied, MVD will notify the applicant in writing of the denial and the grounds for the denial. The applicant may appeal the denial by requesting an administrative hearing and, if the denial is upheld, appeal to the Maricopa County Superior Court. See ARS 28-4365 for more information.

How Do I Get A Wholesale Auto Dealer License

Applicants who will be selling new products must submit an Authorization letter or a Certificate of Appointment signed by an authorized agent of the manufacturer or distributor licensed to conduct business in Arizona.
The Authorization letter or Certificate of Appointment must contain the following information:
- Name of appointed dealership
- Address where new product will be sold
- Name of each Make/product
- Date of Effective date

License Expiration And Renewal
PA Car Dealer Licenses expire May 31st of every odd-numbered year.
The Vehicle Board mails renewal notices two to three months prior to the license expiration date.
