If your class MB or class MC vehicle was manufactured after 1 October 2003 it must meet a frontal impact standard. The exception is if you’re emigrating or returning to New Zealand and bringing your vehicle with you. Find out more about this exception.

If the vehicle was made in Japan for the Japanese market on or after 1 October 2003, it will meet a frontal impact standard accepted in New Zealand.

How Long To Import A Car From Japan

In my post on routes to buying a car imported from Japan, we learned that time is a factor when you import a car from Japan.

In this post Im going to give you more information on how long the whole process takes, from giving the go-ahead to the day your car arrives. This post also forms one of my series of detailed posts on the process of importing a car from Japan. Here is my 10 step guide on how to import a car from Japan.

Evidence You Can Present

As an alternative to a statement of compliance, you can use:

  • an export certificate issued by Japan’s Ministry of Land, Infrastructure, Transport and Tourism
  • completion inspection certificate.

Class MC vehicles entering New Zealand on or after 1 March 2016 must also be fitted with an electronic stability control system.

Is There An Approved List Of Vehicles That Can Be Imported

Its likely that your car would be imported under a single road vehicle application. This type of application has two sub-categories of vehicles that can be approved for first time importation.

  • RAV or Concessional RAV entry

RAV or Concessional RAV entry allows certain cars to be imported and entered onto the Register of Approved Vehicles . Here are some of the cars covered by this type of application.

  • Vehicles that meet the Australian Road Vehicle Standards
  • Vehicles older than 25 years
  • Vehicles that are imported when the applicant moves to Australia
  • Vehicles that will be modified by a registered automotive workshop to meet the Australian Road Vehicle Standards

A Non-RAV entry is used for cars that wouldnt be used on the road in Australia unless there was a special authorised reason. The vehicles that come under this type of approval include the following.

  • Vehicles going in public exhibitions or museums
  • Vehicles being used in a film or television production

Import Your Car From Japan to New Zealand and Save

Now that the standards are met and you have chosen a carrier, its time to deal with some paperwork.

Before your car arrives, make sure that all the forms below are duly filled to avoid any inconveniences for you at Customs.

All in all, you have to prepare three forms and some other miscellaneous documents.

1. EPA Form 3520-1

This form is downloadable online and should be completed before the car arrives. Prepare the important details about your car such as make, model, manufacture date, and VIN number. If you are using ICI, prepare the ICIs basic information as well.

2. DOT Form HS-7

This form is also downloadable and should be completed beforehand. Once again, youll need the basic information about the vehicle you are importing. This includes the make and model, date, and entry port into the US. If you are using an RI, make sure to prepare the RIs basic information as well.

For this form, you will need details of the vehicle and additional documents as evidence of import through CBP. This form shall be completed at an authorized CBP port where your car should also be unloaded in the US.

In addition to these forms, here are the additional documents that you will need.

1. Commercial invoice certificate.

2. Manufacturers letter/certificate for passing DOT and EPA standards.

You only need this if your vehicle has passed the standards but is missing the stickers.

3. Packing list

4. Bill of lading

5. Customs bond

Buying A Car Abroad What Are The Steps

If you have your eye on a new or second hand Japanese car youll need to know how to buy a car in Japan. Heres a basic overview.

  • Find some viable options to purchase. A new car may be easiest to get through a dealer while second hand cars could be found online or through an agent.
  • Once youve chosen the right car its time to purchase it. Second hand classic cars and sports cars are often bought through online stores or auctions using a representative.
  • After the purchase, prepare to export the car to Australia.
  • Heres a few companies who could help you with buying a car in Japan. Its a good idea to see if their reputation, services and pricing meets your expectations.

    Verify The Conformity Of Your Vehicles

    The first step in the process is arguably the most critical as it will affect everything else. Every country differs in terms of safety and emission standards for on-road vehicles. In the U.S. these standards are maintained and enforced by the Environmental Protection Agency and Department of Transportation . Vehicles must be compliant with the regulations of both of these agencies to be legally driven on public roads in the U.S.

    Arrange For Transportation Of Your Vehicles

    Once youâve determined how much of the shipment youâll be responsible for and what your fees will be, youâll need to find someone to ship your vehicles. Itâs also important to note that your vehicles must be thoroughly clean at the time of import. This requirement is to ensure that foreign soil isnât present on the vehicles which presents a possible risk of foreign pests. Imported vehicles that arenât clean are at risk of being detained or exported back to the shipper.

    There are a couple of ways to go about finding a company to ship your vehicles:

  • Contact individual carriers
  • Get in touch with a freight forwarder
  • Reaching out to individual carriers is effective, but it isnât necessarily the most efficient method. Freight forwarders operate by working with multiple carriers, which makes it possible to significantly speed up this step.

    The way that most freight forwarders collaborate with their carrier network is by having already established rates for specific commodities and lanes. This makes it so that when you can contact a freight forwarder, they can simply compare the details of your shipment to their âcatalogâ of established rates and quickly find the best option for you.

    If you already have a car that youre just keeping in Japan, you can feel free to skip this step. But if this is not the case for you, then selecting the car is the first step.

    There are two ways to select a car. First is of course visit Japan and purchase a car there. The second option is to search online like many of us do.

    Just a reminder, when searching online make sure that the seller is legit and has valid documents.

    You can find tons of youtube videos of people who have been scammed by sellers so do your due diligence and look for sellers with reviews of established sales and shipments to the US.

    The best bet is to try and find an importer who has a physical location that you can go to and talk in person.

    Unfortunately regulations in California are the strictest. In order to register car in California you will have to bring a car to compliance with some safety and environment requirements. As far as we know it is possible, but we do not have idea how much would it cost and what exactly must be made.     This is a little known loophole in bringing JDM and in particular Japanese high performance cars. The difficulty is in the availability of the limited edition models and consequently their price. Limited edtion cars are very rare and very expensive at the moment. However, on the Japanese market they can still be found cheaper than in the United States. However some auction houses, and even specialists, charge a separate fee for transporting your car to the dock. If you have any concerns, ask for a full list of costs before making any commitments or payments.
