Vehicle Data Exchange With Northern Ireland

How to register a vehicle with a title

Pending the development of EU-wide data exchange arrangements an arrangement has been put in place between the Dept of Transport and counterparts in the UK for a Pilot Project facilitating the exchange of vehicle owner information with Northern Ireland. Under the agreement data will be released to specific named parties for the purposes of traffic enforcement, including in particular, parking offences/ contraventions, toll evasion and bus lane contraventions.

The pilot scheme and the data exchange arrangements associated with it, which commenced in March 2010, operated extremely well and has proved very successful. The scheme has been extended for a further period in order that cross border enforcement proceedings can be carried out and the full effectiveness of the scheme evaluated.

Data will be only be directly exchanged between the relevant vehicle registration and licensing authorities- the Driver and Vehicle Computer Services Division of the Department of Transport in Ireland who are responsible for the National Vehicle and Driver File in Shannon, and the DVA of the Department of the Environment in Northern Ireland acting on behalf of the Secretary of State for Transport.

Finding Your Registration Status

  • 1Check your registration card. When you initially registered your vehicle, you would have gotten stickers to put on your license plates as well as a card to keep in the vehicle . If you still have your registration card in your vehicle, it will tell you when your registration needs to be renewed.XResearch source
  • If your registration has been suspended, however, your registration card wont have this information. For example, some states will suspend your registration if you have an excessive number of unpaid parking tickets or other violations.XTrustworthy SourceState of MassachusettsOfficial website for the State of MassachusettsGo to source
  • Tip: Most states require you to keep your registration card in your vehicle. If youve lost this card, contact your states department of motor vehicles to find out how you can replace it.

  • 2Review any renewal notice you get in the mail. About a month before your registration is set to expire, youll be sent a renewal notice letting you know your cars registration status and how to renew the registration. This notice will also include the date after which your registration will no longer be valid.XResearch source
  • If you have unpaid parking tickets or toll violations, you may not be eligible to renew your registration until those are paid. Your renewal notice will provide instructions on how to take care of any outstanding items so you can keep your registration current.

    Change Of Vehicle Ownership

The law requires that all changes of vehicle ownership must be notified to the department of transport and the changes recorded on the national vehicle and driver file . In addition to fulfilling legal obligations in relation to vehicle registration and motor tax collection these details may also be very beneficial to owners themselves. For example when a vehicle is subject to a safety recall manufacturers endeavor to contact all registered owners with the assistance of data from the nvdf. Therefore, it is important that the ownership and address details are up to date at all times and that changes are notified promptly.

There are obligations on both the sellers and buyers of vehicles to comply with the procedures for notification of vehicle ownership and there are penalties, upon conviction, for non compliance. The onus is on the seller to ensure that the necessary documentation relating to a change of ownership is completed. A registered owner must be recorded against each vehicle and in the event of failure to establish the correct credentials of a new owner the sellers name remains on record. That person remains liable for any charges which arise in relation to the vehicle including motor tax and any penalties which may be incurred .

How Online Car Registration Varies Across States

How do i renew my car registration in pa

According to My Improv, Whether or not you can complete your registration online will have to do with the policy of the state you live in. Some states will allow you to complete the entire registration process online, even allowing you to take traffic school to aid in the dismissal of a ticket. These states include Texas, California, New York, and Arizona. To be able to complete the online registration process in California, the car must be used and have been registered in California for the previous year. If the vehicle comes from a different state, then you will have to go in to complete the registration process.

To be allowed to complete the online registration process in these states, all documents will need to be able to be electronically submitted, such as your proof of insurance and smog check. If these documents cannot be submitted electronically, you may be required to mail them in to complete the registration process.

It is important to note that in some states if you have any tickets that are still outstanding, successful completion of payment may be required in order for the registration process to be complete.

Texas also allows you to register your vehicle online, and you even have the ability to register it quickly as you will not need for the registration form to come. You can simply input the VIN number or licenses plate immediately to obtain registration.

    Epa Emission Standards Compliance Requirements

All vehicles that are imported to the U.S. must conform to the EPAs emission standards requirements.

If your vehicle has a label stating that it is certified to United States EPA federal emission standards, then you shouldnt have an issue importing your vehicle. To see if your vehicle has been certified, look under the hood of your car or in the engine compartment for a label that reads Vehicle Emission Control Information and includes the certification.More often than not, your Canadian vehicle wont have a label indicating it is EPA certified. However, in many cases your car will have an emission control system that is identical to an emission control system that has been certified in the United States.

In both situations you can still import your vehicle to the U.S., but you will need to obtain a letter of compliance from the vehicle manufacturers U.S. representative stating that the vehicle complies with all U.S. EPA regulations. You can find a list of U.S. Auto Manufacturers Representatives here. Note that some manufacturers may refuse to issue a letter.

If your vehicle does not have an EPA certification label and does not have an emission control system that is identical to one certified by the EPA, you will want to look at the regulations to explore your other options, as you may be eligible to apply for a written letter of exemption from the EPA which must be obtained prior to importing your vehicle.

When Will I Need To Renew

Vehicles are registered for a two year period.

Normally a vehicle is assigned an expiration date when the vehicle is first registered in Alaska and retains that month when ownership changes.

A vehicle that has been expired for less than a full year is charged the full biennial fee beginning with the month the registration expired, even if an individual has just purchased the vehicle and the previous owner let the vehicle expire, or the vehicle has been parked while it was expired.

The registration starts over when it has been expired for over an entire year or when the previous owner was exempt from registration fees

    Dot Safety Compliance Requirements

All vehicles less than 25 years old must meet all U.S. FMVSS standards to be imported into the United States. You can determine if your vehicle is compliant by looking for a FMVSS certificate label . If your vehicle has this label, you should have no problem importing it to the U.S. from a safety standards standpoint.

However, in many cases you will find that your vehicle only has a label certifying it complies with all Canadian motor vehicle safety standards . If you have foreign car, it may not have a safety certificate label for Canada or the U.S.

If your vehicle is only certified to meet CMVSS standards, you can still import your vehicle to the United States as long as you get a letter from the vehicles original manufacturer on the manufacturers letterhead stating that your vehicle conforms to all applicable FMVSS standards – you can find a list of manufacturer contacts here. Its important to note that some car manufacturers are refusing to issue such a letter, so make sure you check with them before doing anything else.

If your car isnt certified to meet FMVSS or CMVSS standards, you will want to look at the regulations to explore your other options.

For complete DOT safety standard guidelines and procedures related to importing a vehicle from Canada to the United States, visit the National Highway Traffic Safety Administration website.
