Vehicle Inspection In The United States

Why State Car Inspections are a Scam

In the United States, vehicle safety inspection and emissions inspection are governed by each state individually. Fifteen states have a periodic safety inspection program, while Maryland requires a safety inspection and Alabama requires a VIN inspection on sale or transfer of vehicles which were previously registered in another state. An additional 16 states require periodic emissions inspections.

In 1977, the federal Clean Air Act was amended by Congress to require states to implement vehicle emissions inspection programs, known as I/M programs , in all major metropolitan areas whose air quality failed to meet certain federal standards. New York’s program started in 1982, California’s program started in 1984, and Illinois’s program started in 1986. The Clean Air Act of 1990 required some states to enact vehicle emissions inspection programs. States impacted were those in metropolitan areas where air quality did not meet federal standards. Some states, including Kentucky and Minnesota, have discontinued their testing programs in recent years with approval from the federal government.

Meet Virginia’s Vehicle Insurance Requirements

From the moment you register your vehicle to the day the registration period expires, your vehicle must be covered by a liability policy issued by an insurance company licensed to do business in Virginia – even if the vehicle is not working or not being used. For all registered vehicles, Virginia law requires the minimum set forth in the Code of Virginia §46.2-472.

If insurance is not an option, you must pay a $500 . Paying this fee does not provide insurance coverage, but it does allow you to register and operate your vehicle in Virginia for one year.

If you register your vehicle in Virginia but do not cover the vehicle with liability insurance and do not pay the UMV fee, you face a $500 fine, suspension of your driver’s license and vehicle registration, and higher insurance premiums for the next three years. Whenever you obtain or cancel a liability policy, or add or remove a vehicle from a policy, the insurance company notifies DMV immediately. Why take chances? Get insurance on your vehicle before you register it.

If you sell, trade or dispose of your vehicle, be sure to notify DMV if you want to transfer the license plates to another insured vehicle. If you do not want to transfer your license plates, please return them to any DMV customer service center before you cancel your insurance. Failure to comply with Virginia’s insurance law will result in fines, suspension of your driver’s license, and cancellation of the registrations on all vehicles that you own or co-own.

Considerations When Buying An Out

Preparing yourself for the complexities of purchasing an out-of-state vehicle can help you avoid hassles and additional costs. According to Carfax, you should pay sales tax to the state where you will register your vehicle , not to the state where you bought the vehicle. However, you may need to obtain a temporary registration card from the state where you purchased the car if you plan to drive it back to your home state.

You should also make sure the car meets the emissions standards of your home state, not those of the state where you purchased the vehicle. For example, if you live in California, a car purchased elsewhere may fail the stringent emissions testing protocol of your home state. Some cars have a label indicating that they are manufactured to meet the emissions testing standards of all 50 states.

If you buy a car from a neighboring state, it’s easy enough to drive it back home. If the purchase is across the country, however, shipping the car to you may negate any potential savings you earn from buying an out-of-state vehicle. If you are working with a dealership, they may have contacts that can help you ship the car home at a reasonable price.
